BRAZIL


Our Brazil work package focusses on the return of industrial policy-making under the new Workers’ Party government led by Lula da Silva (2023-present). Our work focusses on the consolidation of Brazil’s resource-led industrial strategy from the 1990s onwards and the tensions between manufacturing and resource sectors. We examine (a) the changing dynamics of state-business relations, (b) the rise of new interest groups centred around critical minerals, and (c) the emerging clean energy-linked manufacturing capabilities in the country. Our study is based on collaborations with several research institutions in Brazil, including IPEA, Fundação João Pinheiro at Minas Gerais, and various federal universities in Brazil.
